'Defective' Force Talisman - Acrappy AWESOME Force Talisman for Celia's channeling techniques. While it does amplify and strengthen her chi... the extra chi is mostly wasted in a pretty light show that she has moderate control over. Because it means that her attacks look cooler for this, this means this Talisman was worthy every penny she spent on it. Adds the [Visually Impressive] aspect to all of Celia's channeling techniques.

Room at the Sanctuary - Like many of her family members, Celia lives at a local sanctuary out of habit. This means that she has ready access to anyone there, and can easily find information about others by asking around, particularly since people there know and trust her. While there, Celia has a +2 to gathering information about the Community and its members.
Personality:
Like any good shonen protagonist type, Celia is hot-blooded and full of energy. She is self-confident, and believes that her size is irrelevant. Never mind that there's been more than one stray cat that's tried to eat her; she's the ultimate heroine. She still enjoys girly things too, however; it was only her Freshmen year of High School she was talked out of her plan to ride adorable kittens into battle.
History:
Celia's family has a relatively 'strange' talent: size control. This is particularly strange, considering they default to the size of a basketball, and can grow to normal human size. Not being the most useful talent in and of itself, but being connected to the psychic community, they ended up learning channeling or shaping.
That being said, despite being human, their abnormally small size meant they were ironically unable to pass for normal humans, typically staying in community sanctuaries. Some took on functions repairing machines, others used their size to work for groups like Psyche or Avalon, due to being difficult to notice.
Celia, being born after the masquerade has been broken, has been afforded a somewhat more normal life... if she wanted it. While it's not unusual for her family members to learn channeling, Celia wanted to become a superheroine... and she well intends to.
... Her family is actually okay with this dream, since they figure she'll probably end up joining Avalon or Psyche at some point in the process.
Appearance:
Long, deep red-hair, with hazel eyes. She has large goggles with a brass rim and tinted black lenses in her hair, though not over her eyes, as is proper for a shonen heroine type. She wears a black short tank that fits her body well (it's 'long' by short tank standards, but not a full length tank top), that has a small upside-down red triangle right under the throat. Over it, she wears a red vest, with big brass buttons and a red shonen-style scarf meant more for fashion than function. Her hands have short, red fingerless gloves on them with black bandages around the forearm, and brass bangles. She wears what appear to be a pair of black yoga shorts, along with a loose fitting red belt with a large brass buckle. She wears red booties with brass anklets. Her chest is a size... flat. Her height? She's about as tall as a basketball.
