Again, this is an issue where you can't just head over and solve it...the most important thing is to find out what's going on first. Which means...being ready to interview some people. And, making sure to have a plan!
Because, the answer of 'who could be making hobos disappear' is one that has FAR too many answers, none of which are good. Well, okay, one is good. But very unlikely. (That being, a charity is taking them all to a place filled with food and shelter).

Obviously this mission was one that required tact. It required intellect. It required reasoning. It required sanity.
... Sadly, none of those words describe Celia; however, if there comes a point in the mission where someone needs to be hit in the face, Celia is incredibly good at that. Celia waited near the police station for the other members of the Meta Club to show up.

"I'm here!" Millie shouts, a bit forcefully. She jogs the last fifteen feet over to where Celia, her staff swinging around wildly. "You, um, you're Meta Club, right? I don't think I got your name? I mean, my name's Millie. Hello!" The magus grins cautiously, then looks over her shoulder for a moment, before turning back, twice as quickly.

"...Celia... signal?" Millie gives Celia a dumb stare for a moment, before her confusion is broken by the arrival of Chii. "Oh, Chii! Hey!" The magus gives a fast, eager wave. "Do we have the names of the missing hobos? Because I did some delving earlier for spells to help scry, but they are not any good without a scent or a location, or somebody who saw something." She looks back at Celia. "Do the police know that sort of thing?"

"Hello, Millie, Celia." Chii nods to both of them, then thinks it over for a second. "...we could ask Greta, no? I still have some butterfly paper." Another thought. "The police may also know, if they care." She...isn't certain about that either way. Police in Africa or Brazil often did not care about the homeless unless they caused trouble or offended the wrong person, but this country may be different.

The group can, in fact, easily acquire butterfly paper, and not Millie knows where a Psyche station is, along with Celia knowing where the Police station is.

Celia looked at Millie, before saying "Eh, I don't think they do. Unless... finger prints! If some of the hobos had a criminal record... would that work?" Hey, even Celia can have the occassional good idea.
Celia looks at Chii, looking rather surprised "Of course they care, silly! Why would they have become police if they didn't want to bring justice!"

Millie stands tall, gripping her staff in front of her with both hands as she continues. "I actually know one of the people there! I have to report to them at least every two weeks! I bet they have information to start with there!"

Chii snorts at Celia's assumption. "It may be different in this country, but in others," she pauses, not elaborating on which exactly, "many police men take the job primarily for the bribes. They rarely care about the homeless if they do not cause trouble because they have little money, yes? Though they may have information about those with a criminal record." She turns to Millie. "Psyche may have useful information, especially if the cause is supernatural in nature. It may also make sense to talk to other homeless persons to see if they are aware of any issues within their own community, yes?"

"Okay! There's a bus station on the other side of Campus Plaza that can get us there in less than half an hour!" Millie almost jumps to the fore in her eagerness to go. "Come on! We don't want to miss it!" There is a bounce to her step as she takes the lead, staff over her shoulder like a summer fishing pole.
